Jean-Pierre St-Amand is currently
the Executive Director, Assets and Security Management
Directorate at the Canadian Food Inspection Agency (CFIA).
Since joining the federal public service with the Department
of Public Works (DPW) in 1987, Mr. St-Amand has been
involved in leading edge real property initiatives including
the negotiation of Public Works’ first Facilities
Management Agreement with Fisheries and Oceans, a PS
2000 initiative; and, CFIA’s first Long-Term Capital
Plan and its Real Property Management Framework. An avid
leader in change management, Mr. St-Amand is currently
leading the development of an Integrated Asset Management
Framework with a vision to establish a governance regime
and funding model for the integrated management of CFIA’s
capital assets. He studied architectural technology at
Fanshawe College of Applied Arts and Technology and over
the years, has obtained his professional accreditations
from BOMA, IFMA and Association des gestionnaires immobiliers
du Québec. He is currently a Board Member of the
Real Property Institute of Canada and has been involved
with its National Workshop since 2000. In his spare time,
he likes to travel with his wife and two children, collect
rare wines and has an extensive collection of hockey
cards. |

Gilles Champoux | BIO

Gilles Champoux is the departmental
senior advisor for Aboriginal Affairs under the Director
of Realty Facilities Management group and is the departmental
representative on the federal Interdepartmental Working
Group on Consultation and Accommodation. Mr. Champoux
joined the federal public service in 1982 with the Department
of National Defence where he became the Survey Plan Examiner.
Since then he has held a variety of progressively more
responsible administrative positions. Mr. Champoux has
been the departmental representative for Canada on the
3D Noise Model for the Joint Strike Force International
Noise Working Group and part of the departmental team
on the Radio Advisory Board of Canada. He has been a
member of the USA/Canada Bird Strike Committee and the
NATO Committee on the Challenges of Modern Society and
its five Sub-Committees. More recently, he has been the
departmental representative on several Aboriginal land
claims files including land-use planning and land management
regime for the Yukon, Northwest Territories and Nunavut
files. Mr. Champoux is a graduate of the first Survey
School at Algonquin College and is an economic geography
graduate of Ottawa University (Cum Laude). He is a member
of the Canadian Institute of Geomatics, the Board of
Directors of the Real Property Institute of Canada, and
the departmental representative on the Geographical Names
Board of Canada. He has recently completed a Certificate of
Achievement in Leadership at the Canadian Management
Centre. |

Heather Kane is the Real
Property Analyst at Correctional Service Canada (CSC).
Her portfolio consists of correctional institutions
at all levels of security and includes community correctional
centers, parole offices and other related facilities.
Each major correctional institution she analyzes can
be described as a small community, containing a broad
and diverse range of building types for a variety of
uses, including accommodation, program, office, institutional
services, spirituality, healthcare, employment and
recreation. Ms. Kane’s portfolio is further complicated
by building age, construction type, geographic location
and operational and environmental considerations. She
has over twenty years of experience in real property
management and has been an RPIC Board Member since
January 2006.

Robert Kilpatrick | BIO

Bob Kilpatrick is currently
a manager within the Facilities Engineering Unit of
the Administrative Services and Property Management
Branch of the National Research Council in Ottawa.
He has been with NRC for over 19 years, having joined
in September of 1987 as a mechanical design engineer.
Since that time he has held several positions of increasing
responsibility, including five years as a project manager
of capital projects. Prior to joining the National
Research Council, he held positions with the realty
services division of a large telecommunications firm
in Toronto, and then with consulting engineering firms
in both Edmonton and Toronto. He is a member of the
Professional Engineers of Ontario (PEO), the American
Society of Heating, Refrigerating and Air Conditioning
Engineers (ASHRAE), and a director on the Board of
the Real Property Institute of Canada (RPIC). Mr. Kilpatrick
was involved in the implementation of the first ever
energy performance contract undertaken by the federal
government, a retrofit of several buildings on the
Montreal Road Campus of the NRC. He holds a Bachelor
of Science degree from Queen’s University in
Kingston and has been working in the real property
field for over 25 years, in both the private and public
sectors.

Mr. Lacey joined the federal
government as Chief, Small Craft Harbour Program (SCH)
in 1988 after holding various management and executive
posts with the private sector in the real estate and
construction industries. He moved to Ottawa from Vancouver
in 1999 when he accepted a position as Senior Program
Advisor, SCH with Fisheries and Oceans. Since that time
he has worked as Director of the Great Lakes Low Water
Level Emergency Response Program, Director of Access
to Information & Privacy and finally Director of
Real Property, Planning and Operations prior to accepting
an offer from Health Canada for the position as Director
General, Facilities and Security Directorate, Corporate
Services Branch. |

Luc Ladouceur | BIO

Luc has been working in
the federal government for over 30 years. He worked
as a program officer with Indian and Northern Affairs,
the Canadian Radio-Television Commission and the Department
of Communications. He then worked in the financial
management field with a number of organisations up
to Comptroller and Director of Finance with the Canadian
Public Service Commission and the Department of Health
Canada. He was also a certified teacher with the Canadian
Public School of Canada providing management and financial
administration related training. With Health Canada,
he also acted as Director for the Office of Tobacco
Control, and Associated Director General for the Environmental
Health Directorate.
During his career, Luc worked abroad in an assortment
of capacities as a short term technical resource
on various CIDA and World Bank related development
projects and recently, posted abroad for a five year
period, on CIDA's and IMF social and economic development
sponsored projects in South America and the Caribbean.
Luc then joined the Public Health Agency of Canada
as acting Chief Financial Officer and Director General
Administration and eventually to the position he
now occupies and carries out corporate responsibilities
for areas such as; real property, materiel and asset
management, environmental management, sustainable
development, project management, facilities and security
management.
Luc has a degree in economics and public administration
and completed post graduated studies in accounting
and project management.

Daniel Leclair is currently
the Director General of Client Consultancy and Real Property
Solutions for the Real Property Branch of Public Works
and Government Services Canada (PWGSC). From 2005 to
2007, he was the Vice-President of Client Services for
the Translation Bureau at PWGSC. He has also worked at
various other departments in the federal government including
Health Canada and Natural Resources Canada. He has a
Bachelor of Commerce and a Masters in Public Administration.

Peter Linkletter | BIO

Peter Linkletter is the Senior Project Director of
the Real Property Business and Systems Transformation
Project in the Real Property Branch of Public Works
and Government Services Canada (PWGSC) and leads a
major business transformation project in the Branch,
an effort that landed him on Realcomm's global "Top
35 People to Watch in 2008" list. PWGSC manages
one of the largest and most diverse portfolios of real
estate in the country and is the Government of Canada's
real estate expert. Peter began his public service
career in 1996 and has held a succession of increasingly
challenging roles within PWGSC and the Treasury Board
of Canada, Secretariat.
Peter started his working career by taking a "year
off" between high school and university to play
keyboards with the Ottawa rock band "US".
The band released original recordings, graced the airwaves,
and toured coast-to-coast. After four years as a member
of the band, and much to his parents' relief, he continued
his academic pursuits. Peter went on to complete a
Combined Honours Bachelor of Arts degree (Political
Science and Geography) from Carleton University as
well as Master of Urban and Regional Planning and Master
of Business Administration degrees from Queen's University.
Peter was diagnosed with testicular cancer in 1997
and was a patient of the Ottawa Regional Cancer Centre
(ORCC). Several surgeries and rounds of chemotherapy
later, and thanks to the tremendous efforts of the
ORCC doctors and staff, he has been issued a clean
bill of health.

Anthony has
20 years experience with the Public Service and he
joined NRCan in January 2007. Prior to this appointment,
he served as National Director, Real Property Portfolio
Management at PWGSC and he held the positions of Director,
Investment Strategies and Asset Management Policy,
and Director, Policy and Planning, Corporate Assets
and Procurement at the RCMP.
Before joining the Public Service, Tony spent 7
years with the Canada Museums Construction Corporation,
responsible for the construction of the new National
Gallery of Canada and Canadian Museum of Civilization.
Tony holds a Certificate of Business Administration
from the University of Ottawa and a Civil Engineering
Technology Diploma from Cambrian College.

Irene Wolanskyj | BIO

In her 30-year career in
the public service, Irene Wolanskyj has been a librarian,
a management consultant and a program analyst with
Treasury Board Secretariat, advising departments and
agencies on program design, implementation and management
and on expenditure management. Throughout her career,
she has been an innovator, constantly seeking to improve
the effectiveness of government operations. Since joining
the Real Property and Materiel Policy Directorate (now
Assets and Acquired Services) in 2002, she has played
a key role in the development and implementation of
the government-wide Federal Contaminated Sites Program
and the redesign of the Federal Contaminated Sites
Inventory. Ms. Wolanskyj was instrumental in RPIC’s
very successful hosting of the first Federal Contaminated
Sites National Workshop in March 2006 in support of
the development of the federal remediation community.
She holds a MLS from the University of Western Ontario
and a MBA from the University of Ottawa. In her spare
time, she is a member of the Advisory Board of Buduchnist
Credit Union and has held a number of positions on
the executive of the Ukrainian-Canadian Professional
and Business Association.
