Scott Stevenson - 2010 RPIC ADM Champion

Scott Stevenson was appointed Assistant Deputy
Minister (Infrastructure and Environment) in July 2008, a post
he assumed on an acting basis in September 2007. He was named Defence
Champion for Persons with Disabilities in October 2009, and is
the 2010 ADM Champion for the Real Property Institute of Canada.
Scott joined the Public Service in October
1999, as an Economist in the Economic Development and Corporate
Finance Branch of the Department of Finance where he was responsible
for developing policy advice on a number of sectors including:
national defence, emergency management, agriculture and food safety.
He joined the Department of National Defence
in September 2001 when he was appointed Director Cabinet Liaison
in the Policy group. From February to August 2003, Scott was the
Director of the Secretariat for the Minister of National Defence's
Advisory Committee on Administrative Efficiency. Subsequently,
he was Director General Policy Coordination at the Department of
National Defence from August 2005, where he was responsible for
managing the Department's support to the Minister in Cabinet and
Parliament, providing ministerial speech-writing services and managing
the Department's public policy program - primarily through the
Security and Defence Forum.
Prior to joining the Public Service, Scott
was an officer in the Canadian Forces. He enrolled in 1984 and
enjoyed postings to: the 3rd Battalion The Royal Canadian Regiment
at Baden-Soellingen, Germany (1988-1991); the Special Service Force
Headquarters at Petawawa, Ontario (1991-1993); the Intelligence
Division at National Defence Headquarters, Ottawa (1993-1996);
and 2 Electronic Warfare Squadron at Kingston, Ontario (1996-1998).
Scott has a Master of Public Administration
degree from the School of Policy Studies at Queen's University,
Kingston, Ontario (1999), and a Bachelor of Arts in Military and
Strategic Studies from Royal Roads Military College, Victoria,
British Columbia (1988). He is a graduate of the United States
Army Special Forces Officer Qualification course (1990).
His association with the Canadian Forces
began in 1980 as a cadet in 778 Royal Canadian Air Cadet Squadron
in Richmond Hill, Ontario.

Canada Lands Company CLC Limited (CLC) has
been an active supporter of RPIC and has participated for many
years in its Workshops, so it is a great honour and a privilege
to have been asked to serve as the organization’s ADM Champion
for this coming year. Following in the footsteps of John McBain,
for whom I and my company have the highest regard, is a somewhat
daunting prospect, but I know his contributions are one of the
reasons the organization is healthy today and confident in the
future.
Real property is in the spotlight these days
as the media focuses on the important role these assets play in
value creation,
and
the potential for these assets to help the Government of Canada
in leading the country to a stronger economic and fiscal position.
Real property practitioners have a fundamental and strategic role
to play in the nation’s well being, and it is for this reason
that I am especially pleased to lend my – and my company’s
support – to the Real Property Institute of Canada.

John
McBain - 2008 RPIC ADM Champion

John McBain was named to the position of
Associate Assistant Deputy Minister for Real Property in February
2008. In addition to his role in operations management, he has
specific accountabilities for the continuing transformation of
the branch, strategic planning and the real property accelerated
infrastructure program.
John entered the Public Service as a Senior
Landscape Architect with Parks Canada after practicing in the private
sector. While with Parks Canada John delivered projects for Historic
Sites and National Parks in Nova Scotia, Saskatchewan, Ontario
and Alberta.
He began his career with Public Works and
Government Services Canada (PWGSC) in 1985. He has held progressively
more responsible positions including Director Asset Management,
National Client Service Director for Canadian Heritage, Parks Canada
and HRDC.
In 2005 John was named Regional Director
General for PWGSC Atlantic where he was accountable for the broad
range of PWGSC services in Atlantic Canada and as the Minister’s
representative and federal lead on the Sydney Tar Ponds Remediation
Project.
