The Treasury Board of Canada, Secretariat
has developed renewed policies on Investment Planning – Assets
and Acquired Services and the Management of Projects. These
policies were approved in June 2007 and are being implemented
through a phased approach, beginning with a pilot project involving
four departments. Once fully implemented across the Government
of Canada, this change will have considerable impact on how
senior government executives make resource allocation decisions
and oversee multiple projects. The revised policies include
new requirements based on sound management principles and clarify
deputy minister accountability. This presentation will provide
an overview of the new policies and their objectives; describe
the most significant expected changes; and, explain the planned
implementation.

The aim of this presentation is the share the RCMP's experience

Natural Resources Canada is well underway
with the development of its first Investment Plan, as an early
Phase 2 Department. The presentation will provide an overview
of the NRCan experience and the issues and opportunities that
it presents for a "science-based" department. In
addition, NRCan will overlay the importance of effective planning
and project management relative to the Budget 2009 Stimulus
program.

This session provides an excellent opportunity
for regional managers to ask practical questions to Treasury
Board policy and departmental strategic planners on matters
impacting the Atlantic region. With any new policy and broad
strategic objective, such as the government’s stimulus
investment program, it is important that Ottawa and regions
be attuned to each other’s needs. The panel will engage
in casual discussions that will bring clarity to the investment
plan, the associated project management requirements, and the
roles of the regional real property implementation teams.

The Halifax Citadel has been commemorated
as a nationally significant symbol of Halifax's role as a principal
naval station in the British Empire and of the city's importance
to Canada's development and evolution from colony to nation.
The Halifax Citadel was formally recognized as a significant
symbol of Canadian nationhood when it was designated as a National
Historic Site in 1951.

The National Research Council (NRC) and Natural Resources Canada
(NRCan) are both in the process of implementing new information
systems to strengthen the management of their real property
portfolios and help prepare their departments in meeting the
challenges of the Treasury Board of Canada's new policies on
Investment Planning and Project Management. The presentation
will focus on Jacques Whitford’s experiences in collecting
building condition information, and NRC and NRCan’s experiences
in using, managing and maintaining the information.

The new St. Stephen border crossing facility
presented two major challenges: an aggressive implementation
schedule and co-ordination of input from all levels of government

has responded.

Many Departments are either actively
participating or positioning themselves for the April 1, 2011
implementation of the Treasury Board Assets and Acquired Services
Policy. The focus of these activities is generally from a national
headquarter viewpoint. However, it is likely that there will
be significant changes from a Regional perspective to the “what” and
the “how” Capital Projects will be addressed as
a result of the new Treasury Board Policy Suite on Real Property.
This discussion will outline the likely changes that will affect
the Regional Capital Planning process and the potential impact
on the methods of program delivery.
